Francisco Babaran Palattao, Jr. was fondly referred to as "FPJ" or "Zikku" or "Butch," amongst
close friends and family. He was born on April 3rd, 1956 to Francisco Palattao Sr. and Josefa Babaran
Palattao, in Enrile, Cagayan, Philippines. He was the youngest of 6 siblings, Domingo (Josie), Julio (Rosalina), Pedro, Ambrosia (the late Atoy), Aurora (Demetrio) and the late Virgilio (Rizalita).
Francisco has been a ladies man, but he was married to the love of his life, Leonora Guzman, on
May 1988 and was blessed with two sons, Gerard Joseph and James Anthonee. He was fortunate to
have a daughter-in-law, Myra, who gifted him with a precious granddaughter, Zeta Marithe.
After graduating from Lemu National High School in 1974, he went to study Veterinary Medicine
at the Philippines College of Technological Resources, in Venezuela, Philippines. His career started as
a livestock inspector at the Provincial Agricultural Office of Cagayan from 1985 through 1988.
He was a very steadfast, hard working, and ambitious man, that it was not a surprise that he
devoted his life in service of others. He was called on active duty as First Lieutenant in August 1988, and
was assigned in the Special Action Force at Camp Bagong Diwa, Philippines. Eventually absorbed into
the Philippines National Police as Senior Police Inspector. He was later on assigned to his home
Regional Command, in Cagayan Valley, Philippines.
From then on, he was deployed to different satellite commands in the region, be it battalion,
provincial or municipal levels, as a battalion commander and decorated chief of police for his outstanding
performance accomplishments.
He retired as police superintendent, in 2006, to immigrate with his family to the United States of
America.
Francisco ventured out for opportunities in his new found residence in the USA, but was short
termed. Humbling it maybe, he chose to devote his time with his family, and enjoy his early retirement.
Family has been the center of his life since retiring, and has longed for grandchildren. Granting his
wishes, he pride himself as a doting grandfather to his granddaughter.
Despite the challenging health condition, his granddaughter was his primary driving source to fight
through his treatments. Lamentably, he has met his Maker on September 18th, 2024.
Visitation, Saturday, September 21, 2024 from 4 to 9 p.m. at The Elms Funeral Home 7600 W. Grand Ave. (turn north at 76th Ave.) Elmwood Park. Lying in State, Monday, September 23, 2024 at St. Celestine Church 3020 N. 76th Court, Elmwood Park from 9 a.m. until time of Mass, 11 a.m. Interment Private.
